Plantation applies Florida Building Code 105.1 as amended by Broward County: anyone intending to construct, enlarge, alter, repair, move, remove or demolish a building — or to install, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system — has to apply to the Building Official and get a permit first. The permit page repeats it plainly, and tells homeowners not to begin work until the approved permit is in hand. What is worth knowing is what the City does not publish: its own FAQ entry titled “When is a permit not required?” does not answer the question, it gives you the Division Chief's phone number. There is no exempt-work list and no interior-remodel checklist on the city site, so nobody here should assume painting or flooring is exempt the way it is a few miles north.

Plantation went the other way from most of its neighbours. Since 8 May 2023 association sign-off is no longer a condition of applying for or obtaining a building permit. The City is careful to add that a permit is not association approval — the owner and contractor still answer to whatever is in the recorded covenants.

Applications have been digital-only since 14 November 2022, filed through Accela Citizen Access at aca.plantation.org with plans routed to the ePermitHub Digital Plan Room. The office runs Monday to Friday, 7:00 a.m. to 5:30 p.m., with customers signed in by 5:15, and the City publishes an expectation of same-day issuance for minor permits and one week to ten working days for larger plan sets. One local rule can change a whole budget: the City's Opening Protection Mitigation Application states that a permit applied for on or after 1 July 2008, estimated at $50,000 or more, on a structure in the wind-borne debris region with an insured or just value of $750,000 or more, triggers opening protections to new-construction standard for the entire structure.
